SUBJ: CG-8C ORGANIZATIONAL MODIFICATION
A. COMDT (VCG) MEMO 5400 DTD 04 DEC 2012 (NOTAL)
1. The Coast Guard has made considerable progress in the accuracy and
reliability of financial operations and financial reporting in recent
years.  There is still much progress to be made and sustainment of
remediated financial policies and procedures is critical.  In
addition, the Department of Homeland Security (DHS) and Coast Guard
have made it the highest priority to replace our outdated and
non-compliant financial management system under our Financial
Management Services Improvement Initiative.
2. To continue to drive towards audit remediation success, to
position the Coast Guard for a sustained clean audit opinion and new
financial management system, and to ensure effective and efficient
financial operations in the future, reference A approved an
organizational modification that refines financial operations roles
and responsibilities.  The modification was implemented on 27 January
2013.  Significant changes include the creation of the Office of
Financial Systems Business Requirements (CG-86) and stand down of the
TASC PMO, shifting the Audit Remediation Division under the Office of
Financial Policy, Reporting, and Property (CG-84), and elevating the
Office of Internal Controls to a stand-alone office (CG-85).  The
Finance Center is part of the 8C organization but is not impacted by
this modification.
3. The realignment of the CG-8C Organization is as follows:
