R 311700Z JAN 13 ALCGENL 018/13 SUBJ: SOLICITATION FOR INTELLIGENCE SPECIALIST (IS) RATING FORCE MASTER CHIEF (RFMC) A. MILITARY ASSIGNMENTS AND AUTHORIZED ABSENCES, COMDTINST M1000.8, 1.E.12 B. COMMAND SENIOR ENLISTED LEADER (CSEL) PROGRAM, COMDTINST 1306.1C 1. The purpose of this message is to solicit those IS Master Chiefs and IS Senior Chiefs above the cut for Master Chief interested in serving as the next IS RFMC (POSN NO 00071479). 2. Estimated report date is 1 July 2013. 3. RFMCs are advocates for their rating and advisors to program managers and senior Coast Guard leadership on all matters that have an impact on the workforce. They have a significant role in the training programs affecting their rating including A and C-Schools, correspondence courses, and enlisted performance qualifications. RFMCs are responsible for setting rating specific advancement requirements and reviewing lateral entry requests into their rating. RFMCs perform a crucial role in setting overall staffing standards which include unit-specific staffing issues. RFMCs must maintain open communications with their rating this is normally done through force notes, field visits, and direct contact with individual members. 4. All IS Master Chiefs and eligible Senior Chiefs who are interested in the position and meet the requirements set forth in REF A and REF B should submit an e-resume by COB 15 February 2013. Members will be screened for the position and selected based on desire, background, and performance. E-resume command endorsements need only address backfill concerns and the acceptability of a potential gap if the applicant is not tour complete in AY13. 5. Applications for the IS RFMC should be completed IAW REF B, and submitted via email, subject line IS RFMC application, as a PDF electronic file to the POC below. PDF file must contain signatures. Command endorsements attesting to member's eligibility and ability to fulfill the duties of this prestigious position must be included as a first page endorsement on the candidate's application memo IAW REF B. 6.
