This message provides amplifying guidance on the implementation of the 2013 CRSP announced in Ref A. 2. The 2013 CRSP is scheduled to convene at the CG Personnel Service Center (PSC-EPM) on 17 June 2013. It will assess the continued service of all E-6 and below with 19.5 or more years of active military time in service (TIS) as of 1 June 2013, and all E-7 and above with 19.5 or more years TIS who also have three or more years time in grade (TIG) as of 1 June 2013. A. The list of personnel identified for the 2013 CRSP is posted at the PSC-EPM-1 link: http://www.uscg.mil/psc/epm/crsp/2013/crsp-candidate-pool.pdf. B. Personnel who have been incorrectly identified as a 2013 CRSP candidate must have their command immediately notify PSC-EPM-1 via CGMS. The CGMS template may be viewed at the PSC-EPM-1 link: http://www.uscg.mil/psc/epm/crsp/2013/crsp-incorrect-template.pdf. C. Commands must review their personnel allowance lists (PAL) to determine if there are any assigned personnel who should be identified as a 2013 CRSP candidate but are not. Commands must immediately notify PSC-EPM-1 via CGMS of any such personnel. Units unable to view the list of personnel identified for the 2013 CRSP due to poor e-mail connectivity or other reasons must send a message to PSC-EPM-1 via CGMS requesting a list of all personnel at that unit that have been identified. The TIS definition for enlisted active-duty personnel identified as 2013 CRSP candidate is based on all military service that is reflected in the active-duty base date (ADBD), which can be found in Direct Access by clicking: home - self service - employee - view - member information. 4. The TIG definition for enlisted active-duty personnel identified as 2013 CRSP candidate is computed from the effective date of advancement to the present pay grade for the rating in which the candidate is presently serving. The TIG computation for advancement is computed from the date of actual advancement, not the date frocked. 5. Personnel excluded from the 2013 CRSP: A. Those previously screened and retained by the 2011 and 2012 CRSP. B. Personnel with an EPM-1 approved retirement request on file. C. All reserve personnel to include: EAD, involuntary recall (Title 10), ADT, ADOT, IADT, ADT-AT and ADT-OTD orders. D. Personnel at or above cutoff for the 2012 and 2013 chief warrant officer (CWO) appointment cycle. E. Personnel at or above the cutoff on the May or November 2012 servicewide (SWE) advancement eligibility lists as of 1 June 2013. F. Personnel serving in the Musician rating. G. Personnel selected for OCS, primary and alternate. 6. The 2013 CRSP will again use a performance and conduct based methodology to determine which members will be continued on active duty. 7. The 2013 CRSP composition will include a mix of senior officers and senior enlisted members. The Master Chief Petty Officer of the Coast Guard will participate as a non-voting member. The criteria in paragraph 2 are expected to generate a candidate pool of approximately 550 personnel that will be reviewed for continued service. 8. The 2013 CRSP will review the records of the candidates identified in paragraph 2 and will recommend members for continued service to Commander, PSC-EPM. 9. Personnel who meet the criteria in paragraph 2 and are not excluded by paragraph 5 will review and update their Direct Access information and work with their SPO or admin to update their official Electronically Imaged-Personnel Data Record (EI-PDR) to ensure their record is accurate and complete. While it is the SPO responsibility to ensure that all required information in the members SPO PDR is also in the members EI-PDR, it is each members responsibility and in their best interest to verify the contents of the EI-PDR are complete. A. Personnel who want to update their EI-PDR must engage their servicing SPO to have authorized missing documents scanned and e-mailed to: arl-pf-cgpsc-psd(underscore)mr-docs(at)uscg.mil, NLT 30 April 2013. E-mails sent containing documents must include 2013 CRSP CANDIDATE - URGENT in the e-mail subject line to ensure rapid processing. B. SPOs will review the EI-PDR of 2013 CRSP candidates to identify missing documents. SPOs shall refer to Refs C through F and follow the precise instructions for scanning and forwarding of authorized/missing documents to arl-pf-cgpsc-psd(underscore)mr-docs(at)uscg.mil. 10. 2013 CRSP candidates and enlisted advancements. A. Personnel below the cutoff on the May or November 2012 SWE eligibility lists as of 01 June 2013 will retain their current standing and may be advanced provided they remain eligible. B. Personnel qualified for the May or November 2013 SWE may still participate, provided they remain eligible. However, if selected for Involuntary Retirement by the 2013 CRSP, you will be removed from all active eligibility lists. C. Personnel below the cutoff who advance after 1 June 2013, and were identified for 2013 CRSP, will remain candidates for 2013 CRSP. D. Personnel reduced in rank and/or requesting a reduction in rank after 1 June 2013 who were identified for 2013 CRSP will remain candidates for 2013 CRSP. 11. Candidates may communicate with the 2013 CRSP panel. A. Communication must be through a standard CG memo. The memo template is located at the PSC-EPM-1 link: http://www.uscg.mil/psc/epm/crsp/2013/crsp-comms.pdf B. The memo should focus on mitigating information that is specific to a documented event or period of substandard performance and/or unsatisfactory conduct, for example: NJP, courts-martial, performance probation, loss of security clearance, government travel charge card delinquency and/or revocation, and Enlisted Employee Reviews (EERs). The memo will allow panel members to base their decision on a members input, as well as information in their PDR. C. The memo must be limited to two pages and must contain a command signature endorsement only. No enclosures or attachments to this memo will be accepted. D. Information contained in the memo must directly relate to the 2013 CRSP candidate and address mitigating factors specific to the members substandard performance and/or event. Information and/or comments related to third parties or their background and any medical or psychological conditions, whether factual or speculative, are prohibited. Additionally, information alluding to past or present investigative, criminal, or administrative proceedings regarding third parties will not be accepted. E. The memo must be submitted NLT 30 April 2013 to the following PSC-EPM-1 e-mail address: arl-pf-cgpsc-epm-1-crsp(at)uscg.mil. 12. 2013 CRSP candidates who does not want their record to appear before the panel may submit a request for retirement in lieu of 2013 CRSP (RILOC) NLT 15 April 2013 with a requested retirement date of NLT 1 September 2014. Personnel not selected for continued service by the 2013 CRSP will be processed for involuntary retirement NLT 1 September 2014, IAW Ref B, article 1.C.10.c, which will ensure the member receives all entitled retirement benefits. A. Personnel identified for involuntary retirement will be notified in August by their respective commanding officer. B. Personnel notified that they have been identified for involuntary retirement can appeal the decision based only on material error, newly discovered evidence, or the presence of improper documents in the members EI-PDR. Appeals will be considered by PSC-EPM after the release of the 2013 CRSP results. The opportunity to submit an appeal will commence on the DTG of the 2013 CRSP results message and will remain in effect for 15 calendar days. Documents can only be removed from a members record through a ruling from the Board for Correction of Military Records (BCMR) in accordance with procedures established in article 7.g of Ref D. D. 2013 CRSP candidates who have applied to the BCMR for correction of their military record are not exempt from consideration by the 2013 CRSP. E. It is highly recommended that all 2013 CRSP candidates refer to Ref E for EI-PDR guidance prior to submitting an appeal. F. Retirement orders will be issued in Direct Access NLT 1 March 2014, with an effective retirement date of 1 September 2014. Personnel identified for involuntary retirement must complete a retirement request and submit it through their chain of command NLT 1 December 2013. Personnel must use the template located on the EPM-1 website: http://www.uscg.mil/psc/epm/crsp/2013/crsp-retirement.pdf G. There will be no waivers granted to retire beyond the mandated retirement date of 1 September 2014. H. All travel and transportation entitlements commensurate with retirement will apply IAW Ref F. I. 2013 CRSP candidates with an open physical disability evaluation system (PDES) case will remain on active duty until their medical board has been properly adjudicated by PSC. Notify PSC-EPM-1 via message of all 2013 CRSP candidates with an open PDES or a pending medical board using the template located at the PSC-EPM-1 link: http://www.uscg.mil/psc/epm/crsp/2013/crsp-medboard-template.pdf. It is vitally important that the member, command, and servicing HSWL clinic closely coordinate medical board authentication with PSC-PSD. 14. Personnel selected for continued service will be notified via PSC correspondence in August 2013. 15. PSC-EPM-2 will make every effort to minimize vacancies that result from the 2013 CRSP. 16.
