DOT DRUG AND ALCOHOL TESTING GUIDE. 1. THIS ALCOAST REQUESTS THE NAMES, ORGANIZATIONAL LOCATIONS, AND TELEPHONE NUMBERS OF THE SITE COORDINATORS FOR THE CIVILIAN DRUG AND ALCOHOL-FREE WORKPLACE PROGRAM (DFWP) NO LATER THAN 19 MARCH 2010. THIS ALCOAST ALSO ISSUES INTERIM COAST GUARD POLICY GUIDANCE REINSTITUTING THE RANDOM DRUG AND ALCOHOL TESTING PROGRAM. 2. THE GOAL OF THE DFWP IS TO MAINTAIN PUBLIC SAFETY AND ACHIEVE A WORKPLACE THAT IS DRUG AND ALCOHOL-FREE, IAW REFERENCES A AND C. IT IS ALSO MANDATORY THAT THE COAST GUARD COMPLY WITH THE PROVISIONS OF THE OMNIBUS TRANSPORTATION EMPLOYEE TESTING ACT OF 1991 AND REFERENCE B, REGARDING ALCOHOL TESTING FOR CERTAIN EMPLOYEES. 3. THE COAST GUARD DRUG AND ALCOHOL-FREE WORKPLACE PROGRAM WAS IMPLEMENTED UNDER DOT DEPARTMENTAL ORDER 3910.1C, DATED 28 DECEMBER 1994, AND SERVES AS COAST GUARD LEGACY POLICY GUIDANCE (SEE REFERENCE C). THE DEPARTMENT OF HOMELAND SECURITY (DHS) HAS DIRECTED ITS COMPONENTS TO CONTINUE USING THEIR LEGACY DRUG AND ALCOHOL TESTING POLICIES UNTIL DHS ISSUES DEPARTMENTAL POLICY GUIDANCE. THE LEGACY COAST GUARD DRUG AND ALCOHOL-FREE WORKPLACE POLICY GUIDANCE WILL BE ISSUED IN A COMMANDANT NOTE AND FOLLOWED BY A COMMANDANT INSTRUCTION ONCE THE DHS POLICY GUIDANCE ON THE DRUG AND ALCOHOL WORKPLACE PROGRAM HAS BEEN PROMULGATED. 4. THE LEGACY POLICY GUIDANCE COVERS THE FOLLOWING TYPES OF DRUG AND ALCOHOL TESTING: RANDOM, PRE-EMPLOYMENT/PRE-APPOINTMENT, REASONABLE SUSPICION, POST-ACCIDENT, RETURN-TO-DUTY/FOLLOW-UP, AND VOLUNTARY TESTING. EMPLOYEES WHO OCCUPY POSITIONS REQUIRING A COMMERCIAL DRIVERS LICENSE (CDL) ARE SUBJECT TO BOTH RANDOM DRUG AND ALCOHOL TESTING. THESE SAFETY-SENSITIVE POSITIONS ARE REFERRED TO AS TESTING DESIGNATED POSITIONS (TDPS). ADDITIONALLY, INDIVIDUALS WHO OCCUPY POSITIONS REQUIRING A TOP SECRET OR HIGHER SECURITY CLEARANCE ARE IN TDPS AND SUBJECT TO DRUG TESTING ONLY. A LIST OF TDPS MAY BE FOUND IN THE APPENDIX OF REFERENCE C, AND AT THE LINK ABOVE. 6. SITE COORDINATORS (SC) PLAY AN IMPORTANT ROLE IN THE DRUG AND ALCOHOL TESTING PROGRAM AND OUR POLICY GUIDANCE REQUIRES THE COAST GUARD TO IDENTIFY THESE INDIVIDUALS TO PERFORM CERTAIN FUNCTIONS ASSOCIATED WITH THE COLLECTION PROCESS (SEE REFERENCES C AND D AT THE LINK ABOVE). A SC SHALL BE DESIGNATED BY UNIT COMMANDERS, COMMANDING OFFICERS, OFFICERS-IN-CHARGE, DEPUTY/ASSISTANT COMMANDANTS, AND CHIEFS OF HEADQUARTERS STAFF ELEMENTS TO ASSIST THE CONTRACT COLLECTOR FOR DRUG OR ALCOHOL TESTING ON THE ACTUAL DAY OF COLLECTION OR TESTING AT LOCATIONS WHERE CIVILIAN EMPLOYEES IN TDPS ARE EMPLOYED. A REPORT IS AVAILABLE IN COAST GUARD BUSINESS INTELLIGENCE (CGBI) SYSTEM THAT WILL ALLOW UNITS TO REVIEW THEIR DRUG TESTING POSITIONS AND ASSIGNED PERSONNEL.
