ON 26 OCTOBER 2009, SECRETARY JANET NAPOLITANO SENT AN E- MAIL LETTER TO SELECT DHS CIVILIAN EMPLOYEES ANNOUNCING THE SECOND DHS-WIDE EMPLOYEE SURVEY AND INVITING THEM TO PARTICIPATE BY TAKING THE SURVEY. I STRONGLY ENCOURAGE THOSE WHO RECEIVE THIS INVITATION TO RESPOND, AS YOUR INPUT WILL HELP SHAPE THE DEPARTMENT IN CARRYING OUT ITS CRITICAL MISSION OF SECURING THE NATION AND PROTECTING THE AMERICAN PEOPLE. 2. THE DEPARTMENT CONDUCTED ITS FIRST DHS-WIDE EMPLOYEE SURVEY IN 2007 TO MEASURE EMPLOYEE MORALE AND SATISFACTION. SINCE THAT TIME, DHS HAS ENGAGED IN ROBUST ACTION PLANNING AND EXECUTION, INCLUDING CONDUCTING FOCUS GROUPS AND SOLICITING EMPLOYEE IDEAS. IMPROVEMENT IN LEARNING AND DEVELOPMENT PROGRAMS, EMPLOYEE JOB RECOGNITION AND REWARDS, EMPLOYEE COMMUNICATION AT ALL LEVELS, AND EMPLOYEE INVOLVEMENT IN DECISION MAKING HAVE BEEN NOTED SINCE THE 2007 SURVEY WAS ADMINISTERED. 3. SECRETARY NAPOLITANO IS KEENLY INTERESTED IN THE VIEWS AND OPINIONS OF SURVEY RESPONDENTS AND, THROUGH HER LETTER TO COLLEAGUES, IS COMMITTING TO CONFIDENTIALITY AND NON- ATTRIBUTION SO EMPLOYEES WILL FEEL FREER TO VOICE THEIR OPINIONS AND VIEWPOINTS. THE SURVEY WILL BE AVAILABLE BEGINNING ON 29 OCTOBER 2009 THROUGH 7 DECEMBER 2009. SUPERVISORS SHOULD ALLOW EMPLOYEES TO TAKE THE SURVEY DURING THE WORKDAY. IT WILL TAKE APPROXIMATELY 20-25 MINUTES TO COMPLETE AND IS DESIGNED SO EMPLOYEES MAY STOP AND START LATER AT THE SAME POINT. 4. DHS IS LOOKING FOR YOUR HONEST AND FORTHRIGHT RESPONSES, SO THEY MAY USE THEM TO CONTINUE MAKING PROGRESS TOWARDS CREATING AND SUSTAINING A MODEL WORKPLACE WHERE MISSION PERFORMANCE IS CONSISTENTLY AT THE HIGHEST LEVELS.
