REF (A) WHICH ESTABLISHED THE PILOT EMPLOYEE REFERRAL BONUS PROGRAM IS EXTENDED THROUGH OCTOBER 29, 2010. IT APPLIES TO CURRENT COAST GUARD CIVILIAN EMPLOYEES, PAID FROM APPROPRIATED FUNDS, WHO BRING NEW TALENT TO THE COAST GUARD BY REFERRING PERSONS WHO ARE SUBSEQUENTLY SELECTED AND SUCCESSFULLY EMPLOYED IN CONTRACT SPECIALIST POSITIONS GS-1102-09 THROUGH 15, IN THE ACQUISITION DIRECTORATE, IN WASHINGTON, DC FOR WHICH DIRECT HIRE AUTHORITY HAS BEEN GRANTED. ALL VACANCY ANNOUNCEMENTS FOR CONTRACT SPECIALIST POSITIONS, GS-1102-09 THROUGH GS-1102-15 IN THE ACQUISITION DIRECTORATE, IN WASHINGTON, DC WILL CONTAIN THE FOLLOWING STATEMENT: "IT HAS BEEN DETERMINED THAT THIS IS A HARD-TO-FILL POSITION.” A REFERRAL BONUS IN THE AMOUNT OF 1000 DOLLARS WILL BE PAID TO AN ELIGIBLE COAST GUARD CIVILIAN EMPLOYEE WHO REFERS A CANDIDATE, FROM SOURCES EXTERNAL TO THE COAST GUARD, WHO IS SELECTED AND SUCCESSFULLY EMPLOYED FOR A MINIMUM OF SIX MONTHS. FORMER COAST GUARD CIVILIAN EMPLOYEES ARE ELIGIBLE BUT MUST HAVE BEEN SEPARATED FROM THE COAST GUARD FOR AT LEAST ONE YEAR FROM THE MOST RECENT PERIOD OF EMPLOYMENT. 2. THE NEW HIRE MUST BE SELECTED AND SERVE SUCCESSFULLY IN THE POSITION FOR A MINIMUM OF SIX MONTHS BEFORE A REFERRAL BONUS IN THE AMOUNT OF 1000 DOLLARS CAN BE PAID TO THE CURRENT COAST GUARD CIVILIAN EMPLOYEE WHO REFERRED THE NEW HIRE. TO SERVE SUCCESSFULLY IN THE POSITION MEANS THAT, ALTHOUGH THE EMPLOYEE MAY NOT HAVE BEEN ISSUED A PERFORMANCE RATING OF RECORD, A PERFORMANCE PLAN HAS BEEN ESTABLISHED AND ISSUED TO THE EMPLOYEE AND, IN ACCORDANCE WITH REF (B), HIS OR HER PERFORMANCE IS DEEMED TO BE AT LEAST AT THE "ACHIEVED EXPECTATIONS" PERFORMANCE STANDARD, OR AT LEAST AT THE "MEETS" PERFORMANCE STANDARD, IN ACCORDANCE WITH REF (C). 3. THE AWARD WILL NORMALLY BE PROCESSED NOT LATER THAN ONE PAY PERIOD AFTER FUNDING CERTIFICATION HAS BEEN COMPLETED. 4. USE OF THE PILOT PROGRAM EXPIRES ON OCTOBER 29, 2010. HOWEVER, ANY BONUSES THAT ARE IDENTIFIED PRIOR TO THE EXPIRATION OF THE NOTICE, BUT ARE PENDING PAYMENT DUE TO THE COMPLETION OF THE REFERRED CANDIDATES SIX-MONTH PERFORMANCE PERIOD, WILL BE PAID WHEN ALL CONDITIONS FOR PAYMENT ARE MET. USE OF THIS INCENTIVE WILL CONTINUE TO BE MONITORED AND ASSESSED FOR PERMANENT AUTHORIZATION AND EXPANDED USE THROUGHOUT THE COAST GUARD FOR OTHER HARD-TO-FILL POSITIONS DEEMED APPROPRIATE. 5.
