THIS ALCGCIV SERVES AS A REMINDER TO EMPLOYEES DESIGNATED AS EMPLOYEES WHOSE SERVICES WERE ESSENTIAL TO SUPPORTING THE NATIONAL EMERGENCY DUE TO THE 11 SEPTEMBER 2001 TERRORIST ATTACKS OF THE TIMEFRAME IN WHICH THEY MUST USE THEIR RESTORED ANNUAL LEAVE. REFERENCE A. ESTABLISHED A TERMINATION DATE OF 6 JANUARY 2007 FOR EMPLOYEES DESIGNATED AS ESSENTIAL TO THE NATIONAL EMERGENCY. AS SUCH, THESE EMPLOYEES WILL HAVE UNTIL 3 JANUARY 2010 TO SCHEDULE AND USE RESTORED ANNUAL LEAVE BALANCES UP TO 416 HOURS. EMPLOYEES MAY CONTACT THEIR SERVICING COMMAND STAFF ADVISOR OR HUMAN RESOURCES SPECIALIST IF THEY HAVE FURTHER QUESTIONS. 2. SUPERVISORS AND EMPLOYEES ARE REMINDED OF THE LEAVE SCHEDULING REQUIREMENTS TO BE FOLLOWED IN ORDER TO AVOID ANNUAL LEAVE FORFEITURE. THIS SCHEDULING REQUIREMENT ALSO APPLIES TO EMPLOYEES WHO MAY BE ATTENDING TRAINING AT SERVICE-WIDE COURSES SUCH AS: NAVAL WAR COLLEGE, EXECUTIVE POTENTIAL PROGRAM, INDUSTRIAL COLLEGE OF THE ARMED FORCES, ASPIRING LEADER, ETC. THE MAXIMUM CARRY-OVER OF ANNUAL LEAVE IS 240 HOURS (EXCEPT FOR SENIOR EXECUTIVE SERVICE (SES) MEMBERS AND OTHER EXCEPTIONS NOTED IN 5 U.S.C. SECTION 6304). 3. THE CURRENT LEAVE YEAR ENDS ON 2 JANUARY 2010. TO BE CONSIDERED FOR LEAVE RESTORATION, LEAVE REQUESTS MUST BE SCHEDULED AND APPROVED IN WRITING BEFORE SUNDAY, 21 NOVEMBER 2009. ANNUAL LEAVE ABOVE THE ALLOWABLE CARRY-OVER AMOUNT THAT HAS NOT BEEN SCHEDULED AND APPROVED IN WRITING PRIOR TO THE 21 NOVEMBER 2009 DATE WILL, IN MOST SITUATIONS, BE FORFEITED. 4. APPROVAL OF LEAVE RESTORATION REQUESTS MUST BE BASED ON ONE OF THREE CRITERIA: EXIGENCIES OF THE PUBLIC BUSINESS, ILLNESS, OR ADMINISTRATIVE ERROR. A. RESTORATION REQUESTS BASED ON EXIGENCIES: SUPERVISORS MUST SUBMIT THE REQUEST FOR APPROVAL OF THE EXIGENCY THROUGH THE CHAIN OF COMMAND TO THE APPROPRIATE EXIGENCY APPROVING OFFICIAL, FOLLOWING LOCAL PROCEDURES. B. RESTORATION OF ANNUAL LEAVE REQUESTS BASED ON ILLNESS: SUPERVISORS MUST SUBMIT THE REQUEST FOR APPROVAL TO RESTORE ANNUAL LEAVE THROUGH THE CHAIN OF COMMAND TO THE DELEGATED LEAVE APPROVING OFFICIAL, USING LOCAL PROCEDURES. C. RESTORATION OF ANNUAL LEAVE REQUESTS BASED ON ADMINISTRATIVE ERROR: THE PERSON DISCOVERING THE ADMINISTRATIVE ERROR SHALL IMMEDIATELY PREPARE A REQUEST FOR APPROVAL TO RESTORE ANNUAL LEAVE THROUGH THE CHAIN OF COMMAND TO THE DELEGATED LEAVE APPROVING OFFICIAL, ADHERING TO LOCAL PROCEDURES. 5. IF THE SCHEDULED AND APPROVED ANNUAL LEAVE CANNOT BE USED DUE TO ONE OF THE THREE CRITERIA IN PARAGRAPH 4 ABOVE, REQUESTS TO RESTORE THE LEAVE MUST BE SUBMITTED TO THE DELEGATED LEAVE APPROVING OFFICIAL BEFORE THE END OF THE LEAVE YEAR (2 JANUARY 2010). IN RARE SITUATIONS, REQUESTS MAY BE ACCEPTED NO LATER THAN 60 DAYS AFTER THE END OF THE LEAVE YEAR (3 MARCH 2010). REQUESTS RECEIVED AFTER 3 MARCH 2010, EXCEPT IN EXTENUATING CIRCUMSTANCES, WILL NOT BE CONSIDERED. 6.
