THROUGH NORMAL ROTATION, THE POSITION OF MASTER CHIEF PETTY OFFICER OF THE COAST GUARD RESERVE FORCE WILL BE OPEN IN 2010. TO PROVIDE FOR A TIMELY RELIEF AND SMOOTH TRANSITION, THIS ALCOAST ANNOUNCES AND PRESCRIBES THE CRITERIA AND PROCEDURES FOR SELECTION OF THE NEXT MCPOCGRF. 2. THE MCPOCGRF REPORTS DIRECTLY TO THE COMMANDANT AND FUNCTIONS AS AN ADVOCATE FOR THE ENLISTED MEMBERS OF THE COAST GUARD RESERVE AND AS A REPRESENTATIVE TO THE ASSISTANT SECRETARY OF DEFENSE FOR RESERVE AFFAIRS SENIOR ENLISTED COUNCIL. ADDITIONALLY, THE MCPOCGRF PROVIDES IMPORTANT COUNSEL TO THE DIRECTOR OF RESERVE AND TRAINING (CG-13) ON ISSUES AFFECTING ALL COAST GUARD RESERVE ENLISTED PERSONNEL. 3. THE SELECTION AND RELIEF SCHEDULE IS AS FOLLOWS: A. 30 OCT 2009 APPLICATION DEADLINE B. TBD FINALISTS INTERVIEWED BY PROSPECTIVE COMMANDANT C. TBD COMMANDANT ANNOUNCES SELECTION BY ALCOAST D. SPRING 2010 PROSPECTIVE MCPOCGRF REPORTS FOR DUTY 4. ELIGIBILITY CRITERIA: A. PAY GRADE AND RATING: APPLICANTS MUST BE A MASTER CHIEF PETTY OFFICER (E-9) IN ANY RATING, IN AN ACTIVE STATUS IN THE COAST GUARD RESERVE. B. TRAINING (MINIMUM): APPLICANTS MUST HAVE GRADUATED FROM THE CHIEF PETTY OFFICER ACADEMY OR DOD SENIOR ENLISTED ACADEMY. IF THE SELECTEE WAS ADVANCED PRIOR TO 01 JAN 1999 AND WAS NOT REQUIRED TO ATTEND THE CPO ACADEMY, THE SELECTEE WILL ATTEND UPON APPOINTMENT. C. SERVICE OBLIGATION: NONE SPECIFIED - THE MCPOCGRF SERVES AT THE PLEASURE OF THE COMMANDANT. HOWEVER, CANDIDATES SHOULD BE PREPARED TO SIGN A 4-YEAR EAD CONTRACT AND EXPECT TO RETIRE OR TRANSFER TO THE IRR AT THE END OF THEIR TOUR AS MCPOCGRF. D. TIME IN SERVICE (TIS): MEMBERS WITH OVER 30 YEARS TIS ARE ELIGIBLE TO APPLY, BUT WILL REQUIRE A WAIVER, IAW REF (A), TO SERVE AS MCPOCGRF. E. TOTAL ACTIVE DUTY: APPLICANTS WHO WILL ATTAIN MORE THAN 16 YEARS OF CREDITABLE SERVICE TOWARDS AN ACTIVE DUTY RETIREMENT WILL REQUIRE A WAIVER TO SERVE AS MCPOCGRF. WAIVER REQUESTS SHALL BE INCLUDED IN THE APPLICATION PACKAGE AND SHOULD BE ROUTED VIA THE MEMBERS CHAIN OF COMMAND IAW REF (B). F. PERSONAL QUALIFICATIONS: APPLICANTS MUST POSSESS THE HIGHEST STANDARD OF INTEGRITY, DEVOTION TO DUTY, FINANCIAL RESPONSIBILITY, MILITARY APPEARANCE, AND SUPERB COMMUNICATIONS SKILLS. G. ADMINISTRATIVE QUALIFICATIONS: APPLICANTS MUST BE ELIGIBLE FOR A TOP SECRET AND WHITE HOUSE SECURITY CLEARANCE, NOT HAVE BEEN CONVICTED BY COURT-MARTIAL SINCE ATTAINING PETTY OFFICER STATUS, AND NOT HAVE A RECORD OF CIVIL CONVICTIONS OTHER THAN MINOR TRAFFIC VIOLATION(S). H. EXPERIENCE: SUCCESSFUL SERVICE AS A RESERVE COMMAND MASTER CHIEF (GOLD BADGE) OR SECTOR RESERVE COMMAND CHIEF (SILVER BADGE) WILL BE GIVEN STRONG CONSIDERATION DURING THE SELECTION PROCESS. 5. APPLICATION PROCESS: MEMBERS DESIRING TO COMPETE FOR SELECTION AS THE MCPOCGRF SHALL SUBMIT THEIR APPLICATION VIA THEIR CHAIN OF COMMAND TO CGPSC-RPM-2 USING THE GUIDANCE PROVIDED IN PARA 4.E.22 OF REF (C) FOR THE MCPOCG AS MODIFIED BY THIS ALCOAST. APPLICATIONS MUST BE REVIEWED AND ENDORSED BY THE FIRST FLAG OFFICER OR SES IN THE MEMBERS CHAIN OF COMMAND. A. APPLICATIONS SHALL BE MADE IN MEMORANDUM FORMAT AND ACCOMPANIED BY: (1) COPY OF SUMMARY OF MARKS PRINTED FROM DIRECT ACCESS AND A COPY OF MEMBERS MOST RECENT ENLISTED PERFORMANCE EVALUATION COUNSELING SESSION. THIS EVALUATION PERIOD MUST BE WITHIN THE PAST TWELVE MONTHS. (2) TWO 8 X 10 GLOSSY PHOTOGRAPHS (NOT RETOUCHED) WITH THE APPLICANT IN TROPICAL BLUE LONG UNIFORM, ONE FRONT VIEW (COMBINATION COVER) AND ONE SIDE VIEW (UNCOVERED). EACH PHOTO MUST BE FULL LENGTH. DIGITAL PHOTOS ARE ACCEPTABLE, IF CLEAR AND PRINTED ON GLOSSY PAPER. (THIS SUPERSEDES THE PHOTOGRAPH REQUIREMENT SPECIFIED IN REF (B). THE SECOND ESSAY SHOULD ADDRESS HOW THE MCPOCGRF CAN SUPPORT THE COMMANDANT IN FOCUSING ON THE COMMANDANTS DIRECTION. (5) ANY OTHER INFORMATION, NOT INCLUDED IN THE CANDIDATES OFFICIAL HEADQUARTERS SERVICE RECORD AND/OR DIRECT ACCESS, THAT HE/SHE WISHES TO BE CONSIDERED. ADDITIONALLY, SUCH FACTORS AS PERSONAL APPEARANCE, ATTITUDE TOWARDS THE COAST GUARD, DESIRE FOR THE POSITION, GENERAL KNOWLEDGE OF COAST GUARD MISSIONS, COMMUNICATIONS AND WRITING SKILLS, AND THE IMPORTANCE OF THE POSITION FOR WHICH HE/SHE IS BEING CONSIDERED MUST PLAY AN IMPORTANT PART IN THE EVALUATION OF EACH APPLICANT. (2) APPLICANTS MAY BE MARRIED OR SINGLE. IF MARRIED, FAMILIES SHOULD BE AWARE THAT THE MEMBER FILLING THE POSITION WILL BE REQUIRED TO PCS AND RESIDE IN THE WASHINGTON, DC AREA. AREA AND DISTRICT COMMANDERS, COMMANDERS OF MAINTENANCE AND LOGISTICS COMMANDS, COAST GUARD PERSONNEL SERVICE CENTER, ASSISTANT COMMANDANTS FOR DIRECTORATES, SPECIAL STAFF OFFICES AT HEADQUARTERS, SUPERINTENDENT OF THE COAST GUARD ACADEMY, AND UNIT COMMANDING OFFICERS SHALL ENSURE THE INDIVIDUALS THEY RECOMMEND ARE CAPABLE OF ASSUMING THE RESPONSIBILITIES OF THE POSITION.
