SUBJ: AY10 SENIOR ENLISTED RESERVE ADVISOR (SERA) - PHASE I

1. AS PART OF OUR OVERALL MODERNIZATION EFFORT, THE RESERVE

FORCES READINESS SYSTEM (RFRS) ROLLOUT BEGAN DURING THE 2009

ASSIGNMENT SEASON AND FOCUSED PRIMARILY ON REALIGNMENT OF

POSITIONS TO DISTRICTS AND SECTOR LEVELS OF THE COAST

GUARD ORGANIZATION. AT THE UNIT LEVEL, RFRS WILL EMPLOY

POSITIONS DESIGNATED FOR ASSIGNMENT OF A SENIOR ENLISTED

RESERVE ADVISOR (SERA). THIS POSITION IS A FURTHER EXTENSION OF

OUR OVERARCHING RFRS GOAL OF ENSURING THE MAXIMUM READINESS

OF OUR RESERVE FORCE. SINCE INTEGRATION, SENIOR RESERVISTS AT THE

LOCAL UNIT LEVEL HAVE BEEN PERFORMING MANY OF THE LEADERSHIP,

UNIT COORDINATION, AND INTERFACE FUNCTIONS BETWEEN THE ACTIVE

DUTY COMMAND AND THE RESERVISTS ASSIGNED TO THE UNIT. UNDER

RFRS, THESE FUNCTIONS ARE NOW FORMALIZED IN A POSITION

SPECIFICALLY DESIGNATED AS THE SERA. RESERVISTS ASSIGNED TO SERA

POSITIONS ARE AT THE E-7, E-8, OR E-9 LEVEL. WORKING FOR THE UNIT

COMMAND, SERAS WILL ASSIST THEIR ACTIVE DUTY COMMANDS IN

ENSURING RESERVISTS OBTAIN AND MAINTAIN QUALIFICATION

COMPETENCIES FOR CONTINGENCY OPERATIONS. HELPING COMPLETE THE

RFRS ORGANIZATION AT THE EXECUTION LEVEL OF THE ORGANIZATION,

SERAS FILL A CRITICAL ROLE WORKING WITH THEIR UNIT ACTIVE DUTY

LEADERSHIP TO FOCUS ON KEY LEADERSHIP, TRAINING, AND

ADMISTRATIVE PROCESSESS REQUIRED FOR THE MAXIMUM RESERVE

MOBILIZATION READINESS.

2. PHASE I OF THE SERA INITIATIVE FOCUSES ON STATIONS AND STRIKE

TEAMS TO ACHIEVE A TARGETED RATIO OF AT LEAST 6 BUT NOT MORE

THAN 30 RESERVISTS PER SERA POSITION. RATIOS ARE BASED ON THE

AVERAGE NUMBER OF PERSONNEL MANAGED BY THE MAJORITY OF XPOS

AT UNITS, AND THE HISTORICAL NUMBER OF PERSONNEL MANAGED BY

SENIOR ENLISTED THROUGHOUT THE COAST GUARD. STAKEHOLDERS

WERE AFFORDED THE OPPORTUNITY VIA DXR STAFFS TO PROVIDE INPUT

ON SERA POSITION RECOMMENDATIONS. SUBSEQUENT POSITION

REPROGRAMMING REQUESTS INCLUDE THE POSITION TITLE CHANGE TO SR

ENLISTED RES ADVISOR (SERA) AND ASSIGNEMENT OF THE SENIOR

ENLISTED RES ADVISOR COMPETENCY. RATINGS FOR SERA POSITIONS DID

NOT CHANGE.

3. PHASE I UNITS THAT DO NOT MEET THE RATIO CRITERIA, OR ARE

WITHIN RATIO STANDARDS BUT WITHOUT AN AVAILABLE POSITION TO

REPROGRAM WILL BE CONSIDERED IN PHASE II OF THE SERA INITIATIVE

ALONG WITH SECTORS, DOG AND LOGISTIC AND SERVICE CENTERS.

4. THE SERA PROGRAM WILL BE FULLY DETAILED IN A FORTHCOMING

COMDTINST. CG-131 WILL ALSO CONDUCT AN ASSESSMENT OF THE SPECIFIC

SKILL SETS NECESSARY FOR THE SERA POSITION AND DEVELOP ANY

APPROPRIATE TOOLS NECESSARY FOR THEIR SUCCESS.  UNTIL THE COMDINST
