Personnel Service Center Business Operations Staff


PSC-BOPS/PSSU - Personnel Service Center Business Operations Staff (PSC-BOPS) oversees 13 regional Personnel Services and Support Units (PSSU) who provide support for all active duty military personnel. The “Biz-Ops” staff also oversees the resource management and capabilities development for employing PSC forces to meet mission requirements.

Regional delivery of depot level active duty military personnel resource services will be accomplished through 13 Personnel Services and Support Units (PSSU). Regional delivery of depot human resource services for Reserve members will be accomplished through the Reserve Forces Readiness System. Depot level services for Civilian Personnel will remain unchanged. PSSU locations will be:

Alameda Boston Cleveland
Honolulu Washington, DC Ketchikan
Kodiak Miami New Orleans
Portsmouth, VA San Pedro Seattle
St Louis    

Depot Level Services for PSSU’s will include the following general areas:

The Business Operations Staff will monitor the performance of the PSSU’s through a metrics based balanced scorecard. This is intended to foster sustainability through standard, repeatable and scaleable processes, as well as disciplined configuration management, enterprise decision-making, and pushed logistics support.

1. PSSU Customer Service Standards

2. PSSU Organizational (“O”) Level Definition: Tasks and activities that a particular unit’s crew has the capability/competency, capacity, tools and authority to perform.

3. PSSU Depot (“D”) Level Definition – Services that are the responsibility of Headquarters Command or Logistics Command, and performed by designated support activities. Typically depot level support is performed on materiel, equipment, systems, platforms, or facilities requiring major overhaul or significant cross-programmatic support. Depot level maintenance uses more extensive facilities and higher skilled personnel for repair than are available in lower service activities.

4. Personnel Service Center - Business Operations PSC-BOPS Balanced Scorecard:
As a work in progress, the Balance Score Card provides an enterprise wide view of PSSU Performance using the Norton/Kaplan BSC Model and measures performance metrics for depot level functions. The Balance Score Card will seek to use existing metrics (CGBI, HMIS, BMTS, etc), be based on programmatic standards, and be capable of adding additional measures as they are developed (i.e. PDR accuracy)

Part of the Balance Score Card is a customer satisfaction survey which seeks to obtain 360° feedback by incorporating the PSSU CO Assessment, DCMS SOPA Assessment, and customer satisfaction.
