Boards Section
Promotion years are 1 July through the following 30 June. As board reports are approved and signed by the Secretary, current promotion year precepts are added. Selection boards are to consider individuals for promotion to the next higher grade. Designation and appointment boards consider individuals to transfer into that specialty. As board reports are approved and signed by the Secretary, current promotion year results are added. This is a work in progress to get back board results and precepts.

Individuals appearing before a selection board (one considering people for promotion) may communicate directly with the board. Rules for this are governed in Section 3.A.4.f of Officer Accessions, Evaluations, Promotions, COMDTINST M1000.3. The communications should be in standard Coast Guard memorandum format addressed to the President of the particular board. This should only address matters of the officer's record. See the Communications to the Board section on the FAQ.
Members can
volunteer to sit on promotion boards and designation panels. Promotion
boards are made up of members who represent a wide range of background,
skills, accession sources, units, and geographic areas. The following are
guidelines for volunteering for Active Duty Promotion List (ADPL) Selection
Boards:
1. Must be on the ADPL (includes regular officers and Reserve Officers on
EAD contract).
2. Should be O-3 or above (note, there are very few opportunities for O-3s
- most of the opportunities are for O-4 and above).
3. Be a strong performer who is currently not above zone for promotion.
4. Not be in zone for promotion during the same promotion year.
5. Not have a pending or approved separation request submitted to CG PSC.
6. Be in compliance with max allowable weight standards.
Volunteering for board membership will include all types of boards - requests to sit on specific boards are not considered as the needs of the service are the primary consideration. Your name will be added to a list of volunteers and will remain current for two years. Please do not contact CG PSC to ask about the status of your selection for a board.
