Hello - I'm CWO4 Martin Antuna, the Health Services, Public Affairs, and Musicians Mate Assignment Officer.

Assignment Year :
If you are due to transfer in Assignment Year 2013 (AY13) and have not received notification of transfer orders via Direct Access by March 25, 2013, please contact me immediately via your unit designated POC.

Congratulations to all members above the cut!  Please review the Coast Guard's Assignment Policy Upon Advancement found in COMDTINST M1000.8, Chapter 1.C.3, in its entirety.  Pay particular attention to Chapter 1.C.3.g.(2): "A member will submit an E-Resume within 30 days of his or her name appearing above the cutoff on the advancement eligibility list."  This is just one excerpt but, in my experience, the most overlooked one.  Some members fail to submit an update e-Resume even after advancing to the next higher grade.

The Coast Guard, as one of our country’s five Armed Services, demands “forward and upward” career mobility from its military members.  Enlisted advancements occur when a vacancy is created in the higher pay grade.  If you advance in rank and there is no possibility of “fleeting up” at your current unit, it’s likely I am considering you for re-assignment.  Please plan accordingly.

Assignment Year 2014 (AY14) will kick off in the spring; April or May 2013.  AY14 candidates should be on the lookout for PSC-EPM-2's ALCGENL messages.  Usually, the first one is the Assignment Year (AY) Roadshow Schedule (e.g., ALCGENL 079/12), quickly followed by the one listing the AY timeline (e.g, ALCGENL 084/12).  If you are due to transfer in AY14, are above the cut for advancement, advanced and remain at the lower grade position or, supervise others, you must seek and read these messages.  Most of these messages, as well as other pertinent information, can be found at PSC-EPM site: http://www.uscg.mil/psc/epm

Direct Access:

During the assignment season it is often difficult to reach each of you during normal business hours.  I encourage you to update your personal information in Direct Access (DA) with your current home & cell phone numbers and e-mail address.  You must also have an e-mail address with ".mil, .edu or, .gov" listed as your business e-mail address on DA.

Early Slate:

The early slate process is used to fill PATFORSWA and afloat units early in the assignment season to allow for training prior to reporting to independent duty units.  If you are interested please see ALCGENL 095/12.  If you have been selected for independent duty and have not completed one of the following schools: Navy Surface Independent Duty Corpsman (SFIDC), Air Force Independent Medical Technician (IDMT), or the Coast Guard Independent Duty Health Services Technician (IDHS), you must submit a request through your unit training officer requesting attendance to IDHS school.  This should be done via electronic Short Term Training Request (e-STTR).  IDHS course code is 501800.  Contact HS1 Gleyce Sciullo at 202 475-5167, at CG-1221, for information on IDHS course convening dates.

Assignment Extensions:

Extensions are assignment decisions.  I must work through the assignment process to determine if an extension can be granted.  For members requesting a second extension, the extension will be considered only if no other member desires that position.  Of course, these are general guidelines and are subject to service needs.  Approved extensions, just like any other transfer orders, will be made available in DA.

Special Needs Program:

I recommend prior to submitting your e-resume you contact your FAS/FRS to ensure your needs can be met in the geographic area(s) you are requesting.

The Special Needs program ensures that members having dependents with a verified special need are assigned to a geographic area in which their family special needs can be met.  The specifics of the Special Needs Program are outlined in COMDTINST M1754.7A.  I will communicate with the Work-Life Staff to ensure that members enrolled in the Special Needs Program are assigned to an area where their family special needs can be addressed.  I must reemphasize, this program does not guarantee a specific unit or assignment; it only ensures the assignment is in an acceptable area.  Furthermore, I do not discuss specific assignments with the Work-Life staff.  If you are enrolled in the special needs program, list only positions/units that are located in areas that can address your family needs.  Your active collaboration with the local Work-Life staff is encouraged to ensure that only acceptable areas are listed on your e-Resume.

I work closely with the three RFMCs listed below.  The RFMC’s sites provide excellent, rate specific, as well as general information that can assist you in planning your career.

"C" Schools:

Advanced training opportunities exist and are managed by the HS/PA/MU Assignment Officer.  These are long "C" schools that require a permanent change of station (PCS) move.  Please see ALCGENL 176/12, Health Services Technician “C” School PCS Solicitation, for AY13 opportunities.  All applicants must be current on their EMT-Basic qualification when applying for these courses.  Final approval will depend on seat availability in these DoD courses:

Preventive Medicine Technician – Prerequisites; HS1/HS2 or above the cut for HS2.  Upon successful completion of this course, members should expect assignment to meet service need.

Advanced Radiographer – Prerequisites; HS2 or above the cut for HS2.  Upon successful completion of this course members should expect assignment to meet service need.

Surface Force Independent Duty Corpsman – Prerequisites; HS1/HS2 or above the cut for HS2.  Upon successful completion of this course, members should expect assignment to a cutter.

Licensed Practical Nurse – Prerequisites; HS3 with at least 3 years in rating and HS2 with less than 2 years.  Upon successful completion of this course, members should expect assignment to meet service need.

The Application process for the above "C" schools can be accomplished by submitting a completed and properly endorsed Short Term Training Request (CG 5223) to the HS/PA/MU Assignment Officer via fax at (202) 493-1249.  Applicants are reminded to leave the class convening date "blank."  I will assign a class convening date that meets service, unit, and member's needs.  Applicants are encouraged to review their Employee Summary Sheet on CGBI for accuracy and completeness.

Enlistment Procedure for the Musician Rate:

1. Applicant wins audition at the CG Academy; MUCM Sturm, (860) 701-6851.
2. CG Academy Band sends memo endorsement stating the individual is musically qualified to the local recruiter.
3. Local recruiter schedules physical examination (PE) with MEPS and ensures that the ASVAB exam has been taken.
4. If applicant meets all CG qualifications, then the local recruiter sends MEPS PE, ASVAB results, CG Academy Band endorsement, and applicant vital information to CG Recruiting Command (202)-493-6682.
5. CGRC gives approval and sends endorsement to EPM-2.
6. EPM-2, HS/PA/MU Assignment Officer issues orders to CG Academy Band.
7. Applicant is sworn-in and reports to CG Academy IAW orders issued.

I encourage the use of all the resources available to you for career and assignment counseling.  In most cases, your supervisors have been where you are now, have asked the same questions or had the same concerns as you now have.  Additional, detailed information is provided in COMDTINST M1000.8, Military Assignments and Authorized Absences.  If you have not read this manual, you should do so!
