 What’s Happening Now:

According to the officially published PSC EPM-2 guidelines for AY12, I am available to offer one-on-one career counseling from 3 May 11 through 01 Aug 11 (due to the increased request for Career Counseling, I have extended my availability for the ET Rating to 15 Aug 11) for anyone, regardless of transfer status or intent, who wishes to get the AO’s perspective on personal goals, the Rating specifically and the Service in general.  Please send me an email to request an appointment  (desk phone 202-493-1279) as I will be traveling intermittently conducting  Road Shows, which will take me out of the office, in the immediate future. 

We are currently conducting Command Concern visits  at PSC epm-2 over the next 4-weeks.  This is an opportunity for CG Units to send their Executive Officers, XPOs, Command Chiefs, and/or any other designated representative to Arlington, VA for a sit-down, face-2-face meeting with any AO (or their supervising CAC if the AO is away) to discuss assignment year personnel concerns, wants, warnings and member desires.  I will use this Force Note to plug next year’s Command Concerns as a great way to align unit personnel issues with Assignment Officer expectations, the return-on-investment for the cost of a TDY trip is “clarity” of your PAL, and provides and a glimpse of the internal machinery that is PSC. 

I have been asked, a number of times, about the submitting a late e-Resume for the afloat positions, the deadline for submission for the AY2012 ET Early Afloat Solicitation (IAW ALCGENL 070/11) was 15 Jul 11.  However, I’ll rarely-if-ever turn away someone seeking seatime.  Please understand that if a member submits a late-date e-Resume (even with a glowing Command Endorsement for popular afloat positions) that the tardiness makes them “not competitive” for those billets that have a healthy pool of technicians asking for consideration.  Flip that; if the late submission is the *only* ET seeking a particular afloat billet then I would over-look the submission date of that e-Res and make that assignment.  So basically, being realistic, Johnny-come-latelies will not be considered over ETs who met the deadline but not knowing what the competition looks like for a particular Cutter position – I recommend submit the e-Res anyway… because you just never know and your request may meet with success.

What I am Working on: 

Item #1:  ALCGENL 071/11 (DTG) R 041220Z MAY 11 is the yearly ET Patrol Forces Southwest Asia (PATFORSWA) Solicitation message advertising the ten (10) afloat and ashore support billets in Bahrain and Kuwait for AY2012.  I will be completing the last of these decisions and have created a nice alternates list.  The alternates list does have a limited shelf-life because I don’t want to hold technicians out of the main stream assignment timelines just in case a PATFORSWA selected candidate  falls through. 

Item #2: ALCGENL 070/11 (DTG) R 041210Z MAY 11 is the annual ET Early Afloat Solicitation message advertising eighty-eight (88) E6, E5 and E4 future AY2012 vacancies is on the street and available for your reviewing.  The e-Resume deadline was 7/15/2011 (see above note) and I will begin working on these slates as I finish up the PATFORSWA decisions.  I have just about completed most of the CIWS selectees and have begun to make the MK-92 selections.  The main intent for both of these types of tactical weapons billets is for the transferring ETs to receive PCS Orders to pipeline training for AY2012 and then transfer to the slated Cutter in AY2013, when that position is actually vacated.  Once I near the end of the MK-92 decisions I will roll into the Comm/Nav billets that remain un-slated and begin those assignment decisions.  And, by popular demand, I have continued with the e-mailed “slate notifications” as the initial contact from the AO.

Item #3:  After discussing pipeline training issues that plagued the ET Rating last year with key program and Headquarters Managers, it’s been decided that I will try something *new* this assignment year for ETs selected for early afloat positions.  When and where I can I will issue PCS Orders to the Cutter shortly after making the slate decision and utilize the “pipeline training” feature connected to those orders.  This action will clearly let the receiving Command know exactly who is coming and when as all PCS Orders will carry a report date of 7/1/2012.  The hope & belief is that by issuing these orders, so early in the transfer year, all training will be scheduled, attended and completed long before that report date.  Some exceptions to this new effort would be anyone who is required to report to an “inter-mediate” location for training; such as, graduating A-Schoolers, CIWS and MK-92 selectees.

Here is a question I received from a West Coast, Large Unit ET2 -  

“Good afternoon Sir, 

I was wondering if you received my request for the CGC *Underway*. I submitted my e-résumé and I didn't know if you received it.   

Respectfully,
ET2 Technician”

Here was my response:

“ET2 Technician, 

Yes, I see your e-Resume and the last one was dated 6/8/2011.  I will certainly keep you in mind for CGC *Underway* as I work down the early afloat jobs.

On a personal note; when you create an e-Resume in Direct Access it stays "attached" to your profile forever.  You are not required to send me, the AO, anything and I do not have an in-box in which I receive e-Resumes.  I can go into DA at any time to review your most current (...and every) e-Res.  Since we are getting into the AY2012 transfer season and I receive emails similar to yours I would like your permission to publish a sanitized version of your email in the next Force Notes?  Your question (and my response) may be helpful to other transferring technicians.”
