CDR Goodwin
graduated from the United States Coast Guard Academy in 1994 with a degree
in Naval Architecture & Marine Engineering. His first operational tour was
onboard USCGC THETIS (WMEC 910), homeported in Key West, FL, as Engineer
Officer in Training, where he participated in Operation ABLE MANNER and the
rescue of thousands of Haitian migrants at sea. In 1996, CDR Goodwin became
Officer in Charge of LEDET 7G at Regional TACLET South, where he deployed
onboard US Navy and Allied warships throughout the Caribbean and to the
Persian Gulf, leading boarding teams enforcing counter-drug laws and the UN
embargo of Iraq. His next assignment was as Executive Officer of the Seventh
District Tactical Law Enforcement Team in Miami, FL where he oversaw the law
enforcement training of all Seventh District units, while also assisting in
numerous dockside boardings. Following this tour he transferred to USCGC
GALLATIN (WHEC 721), homeported in Charleston, SC, as Operations Officer.
His tour onboard GALLATIN was highlighted by the introduction of Operation
NEW FRONTIER into the cutter fleet and the successful interdiction of
multiple go-fast drug smuggling vessels. In 2003, CDR Goodwin assumed
command of USCGC FARALLON (WPB 1301), homeported in Miami Beach, FL, where
he was responsible for patrolling the Florida Straits in support of the
Coast Guard’s Counter-Drug, Migrant Interdiction, and Search and Rescue
missions. CDR Doug Goodwin’s most recent assignment was as Executive Officer
in USCGC HAMILTON (WHEC 715), homeported in San Diego, CA, responsible for
patrolling waters from the Bering Sea to the South Eastern Pacific Oceans.
Onboard HAMILTON, CDR Goodwin was part of the Coast Guard’s initial response
to the catastrophic earthquake in Port-au-Prince, Haiti, where the cutter
hosted the embarked CTU staff and provided critical humanitarian relief. CDR
Goodwin earned the distinction of being HAMILTON’s last Executive Officer
when the cutter decommissioned in March, 2011.
Ashore, CDR Goodwin has served as program reviewer within the Coast Guard’s
Office of Budget and Programs (CG-821) and was part of the team responsible
for the development and defense of the Coast Guard’s $10+ billion annual
budget.
In December 2006, CDR Goodwin graduated from The George Washington
University with a Master of Public Administration degree.
CDR Goodwin’s personal awards include the Distinguished Service Medal, two
Coast Guard Commendation Medals, the Coast Guard Achievement Medal,
Cutterman designation and Tactical Law Enforcement designation.
